If you've been following local news this year, you've probably absorbed two Eustis stories as roughly equal in weight. A grocery chain is coming back to Eustis Plaza. A hotel and apartment complex might be coming to the lakefront where the Community Center sits now. Both involve real money, real addresses, and real names you'd recognize if you've lived here more than a few years.
They are not, however, at the same stage. One of them has a signature on a lease filed with the Lake County Clerk of the Circuit Court and Comptroller. The other is a City Commission vote to start talking. If you've been treating them as equally likely to happen on any particular timeline, it's worth separating what's actually locked in from what's still just an idea with a price tag attached.
What's Actually Signed
Winn-Dixie is coming back to Eustis Plaza on U.S. 441, and this one isn't a rumor. According to a lease agreement on file with the Lake County Clerk's office, Winn-Dixie's president, CEO, and CFO Raymond Rhee signed a 15-year anchor lease in June, with Eustis Plaza Inc. president Sam Mark signing for the landlord side. The lease includes six five-year renewal options, which means this isn't a chain testing the water. It's a company planning to be at 445 Plaza Drive for potentially the next 45 years.
The space itself is the former Big Lots, sitting inside a 98,700-square-foot plaza with more than 20 retail units. Winn-Dixie's footprint will run 41,756 square feet, split between the grocery store and an attached liquor store. Right now the building is temporarily occupied by a Spirit Halloween pop-up, which tells you something about how long that anchor space has sat empty since Big Lots left.
No opening date has been announced. Winn-Dixie's own statement to local media said only that it looks forward to sharing timing and store features as plans progress. But a signed 15-year lease with renewal options is about as committed as a retail deal gets before a building permit shows up. This is happening. The only open question is when.
The Eustis deal also fits a pattern that's easy to miss if you're only watching this one address. Winn-Dixie held a grand opening in Keystone Heights on August 15, 2026, opened a new store in Williston last December, and has completed nine remodels across the state so far this year, with stores planned next for Alachua and Zephyrhills. The company rebranded from Southeastern Grocers to The Winn-Dixie Co. in January 2026, and a private group led by C&S Wholesale Grocers is expected to take majority ownership in a deal that should close in early 2027. A chain that had been quietly shrinking for years is now expanding into the towns it originally grew up in, and Eustis made that list.
What's Still Just a Vote
The other story is bigger in scale and much earlier in process. On August 6, 2026, the Eustis City Commission directed staff to begin negotiating a purchase and sale agreement with AQ Mixed Use Lake Eustis LLC for the current Community Center site at 601 Northshore Drive, plus an adjacent parcel. The developer's concept, called the Aquilo Waterfront District, would put the following on that downtown lakefront:
- An 83-room hotel with multiple restaurants
- 40 to 50 apartments
- 10 townhomes
- A spa
- Event space
- Roughly 6,500 square feet of office space
- A 342-space parking garage
That's a real proposal with real specifics, not a vague sketch. But the Commission vote authorized staff to start negotiating and to get third-party appraisals done. No sale has been finalized, and any agreement the city reaches still has to come back to the Commission for a final vote. If you've heard someone describe this as a done deal, they're ahead of where the paperwork actually is.
The project does connect to something the city has already committed to on paper. Eustis adopted a Downtown Master Plan in 2025 that identified the Community Center as what planners call a catalytic site, meaning it's one of the properties the city specifically wants to see redeveloped to activate the downtown waterfront. So the direction the Commission is leaning isn't a surprise. The specific deal with this specific developer for this specific building program is what's still unsettled.

Why This Sequencing Matters If You Live Here
The instinct, when two big stories break in the same season, is to file them together as evidence that Eustis is changing fast. That's true in a general sense, but it's not the useful way to think about either one individually.
The grocery store is the boring, reliable news. Leases with multiple five-year renewal options don't get signed on a whim, and a company that just finished nine remodels and opened stores in Keystone Heights and Williston isn't treating Eustis as an experiment. If you've been driving past that empty Big Lots wondering what's next, the honest answer is that something is already contractually next. You're waiting on a construction and opening timeline now, not on whether it happens.
The waterfront story is the one that deserves your patience rather than your assumptions. An 83-room hotel and a mixed residential and commercial program on Lake Eustis would change how the downtown lakefront looks and functions, no argument there. But an August vote to start negotiating with appraisals still to be done is a long way from a groundbreaking. The current Community Center is still the Community Center. Nothing about daily use of that building changes because of an August 6 vote. What changes is that the city now has staff actively working toward a possible sale, which is worth watching, not worth planning your fall around.
